INSTRUCTIONS: PUBLIC HEARING  - FOR THOSE WISHING TO PROVIDE ORAL TESTIMONY: 
Plan your testimony to be 3 minutes or less (this will be strictly enforced) – your written submittal can be as long as you want.
 
If you want to give the committee any written materials, submit 45 copies to the committee clerk for distribution.
 
Written testimony or back-up materials should include your name and contact information.
 
Fill in the sign-up sheet at the table located on the second floor of the State House and get a number. Please sign up only for yourself or for someone who may need assistance with the process but not for a group of people. Sign-ups will begin at 8:00 a.m. and end at 7:00 p.m.
 
Make yourself at home in one of the “listening rooms:” The Welcome Center, Room 127 (Taxation Committee Room) and Room 126 (Transportation Committee Room). All three rooms are located on the first floor of the State House.
 
When it’s approaching your time to speak, the Chairs will call your number. Please note that the Chairs may call a set of numbers out of order to ensure that they have heard testimony on most (and, hopefully, all) of the day’s topics. If your number was called out of order and you were not able to respond, it will be re-called in its normal sequence.
 
Make your way up to Room 228 of the State House when your set of numbers is called and follow the instructions of the doorkeeper. When it’s your turn to speak give the committee clerk your number and any written materials you want distributed. The clerks will be to your right as you face the committee.
 
The Chairs anticipate that they will end the hearings at about 9:30 p.m. or when all of those who have signed up have had a chance to speak – whichever comes first.
 
The Chairs will periodically ask those not waiting to speak to leave the committee room. This will allow other interested parties a chance to attend the proceedings in person. If you are part of a group that is asked to leave you may go to one of the “listening rooms.” Thank you, in advance, for your understanding and cooperation.
 
If you do not want to give oral testimony but want to express your opinion:
Come to the 2nd floor of the State House on the day of the hearing, fill out a “Comment Sheet” and put it in the specially marked box. Or send an e-mail to Ann.Yandian@legislature.maine.gov and she will forward your comments to the committee members. Or mail your comments to: AFA Committee, 5 State House Station, Augusta, ME 04333-0005.
